PMHS Constitution
Article I
The Student representative organization at Parry McCluer High School will be known as Parry McCluer High School Student Government Association
Article II
The purposes and goals of the Parry McCluer High School Student Government are as follows; to serve our school and community; empower students with a democratic voice; and to improve the environment of our school.
Article III
The Parry McCluer High School Student Government consists of those who are elected by their fellow classmates to represent them. In addition to those elected in a general election Class Officers are also members of the Student Government. Students may become Auxiliary members of the S.GA. if invited by the advisor and Executive Council.
Article IV
The offices of the Parry McCluer High School Student Government are organized thus: The Student Government is composed of two councils: the Executive Council and the Class Officers.
Section 1
The Executive Council consists of a Student Body President (Senior), Vice-President (Junior or senior), Secretary, Treasurer, two Senators from each grade level, and all Auxiliary members of the Student Government. The general student body elects all Executive Council members with the exception of the Auxiliary members and Class Officers will be elected by their respective classes.
Section 2
The President is to conduct General meetings and oversee the affairs of the Student Government Association and take responsibility for the actions thereof. Attend in person or appoint a proxy to attend Buena Vista City Public School Board Meetings and Administrative Meetings as requested. Have the power to form temporary and permanent committees in order to accomplish tasks and goals. And meet with the Administration of Parry McCluer High School on a regular basis.
The Vice-President is to conduct General Meetings in absence of the President. Have the power to form temporary and permanent committees. Monitor All Parry McCluer High School communication and media in order to better communicate and develop greater levels of circulation within the school. Represent the S.G.A. in all capacities in absence of the President.
The Secretary is to assist the President in the general administration of the S.G.A. and its organization. Have the power to form temporary and permanent committees in order to accomplish tasks and goals. Record, maintain, and distribute minutes of the Student Government Association general meetings as well as Executive council meetings and distributor them on request. Be responsible for S.G.A. office organization and filing system.
The Treasurer is to supervise and maintain direction over the budget and finances of the Student Government Association. Hear, receive, and evaluate all requests for funds from the S.G.A. Responsible to the S.G.A. for all accounting and Budget needs. Publish a complete financial statement and submit it for review to the S.G.A. every semester. Have the power to form temporary and permanent. Committees in order to accomplish tasks and goals
The duties of the Senators are to represent their respective classes, to head committees and to help accomplish specific goals as designated by the Executive council and the advisor.
Auxiliary members are admitted into the S.G.A. by invitation of the advisor or Executive Council. These members may serve on any committee to which they are appointed and may participate in any general vote proposed to the S.G.A.
Homeroom Representatives are elected by a majority vote of their respective homeroom. Homeroom representatives are to attend weekly student government meetings and are given one vote, just as members of the executive council. During meetings, representatives are to take notes of matters discussed and will be required to report these to students in his or her homeroom. If any concerns are expressed by students of a homeroom, the representatives may present the concerns to the executive council at the next weekly meeting. Representatives may also serve on various committees under senators.
Class Officers:
The Class President is the leader of the class. The president represents the class at student government meetings, providing one vote that is representative of the students of the class. The president will need to assist the class sponsor in administrative duties.
The Vice-President will assist the president in his or her duties. The vice president will also be in charge of any committees formed by a class.
A Class Secretary should bring major topics of student government meetings to class meetings. If any concerns are expressed, the secretary should relay them to the president, who will then bring any concerns to the attention of the executive council.
The Class Treasurer will work with the class sponsor during any class fundraisers or other monetary situations. A treasurer will also assist the class sponsor in making a yearly budget for a class (this mainly applies to Juniors and Seniors).
Historians are to document all of the operations of the class from the entire year. At the end of the year, the historian will give this information to the class sponsor for future use.
Section 3
Members of all genders, races, and religion are given equal opportunity to run. Elections will take place in the beginning two months. Except auxiliary members the Executive Council is voted for by the entire student body. Class Officers will be voted for by members of the respective class. Two weeks are allowed for campaigning beforehand, speeches will take place the day before Election Day.
Article V
A responsible adult will advise the Parry McCluer High School Student Government; the school authorities will appoint this advisor. The advisor will supervise all general meetings, advise, and council with executive members, preside over all Student Government elections, and reserve the power of ultimate authority over all decisions.
Article VI
General assemblies of the Student Government shall be held weekly at minimum. Individual committees shall meet as dictated by the general council in addition to the weekly general meetings.
Article VII
2/3 of all general members of the Student Government must be present in order to conduct a meeting and make decisions
Article VIII
Members of the Student Government will present ideas to the Executive Council who will then introduce the ideas to the advisor. Upon advisor approval, the Executive Council will present ideas to the general body, which will then need majority vote for action.
Article IX
Amendments should be proposed as suggested in article VIII. A committee will be selected to write the amendment and the council will vote, by 2/3 majority, on whether or not to pass it on to a school-wide vote; changes may be made before this. After voting the amendment through, a plebiscite vote by students will be held with a 2/3 majority required for ratification.
Article X
Any Member of the Parry McCluer High School Student Government can be impeached or Censored for behavior requiring Administrative action such as a referral; or other action not felt to be representing the Parry McCluer student body.
Section 1
To begin the impeachment process one must voice concern to the advisor. If the case is deemed serious enough it will then be put before the entire Student Government. The Executive council will sit as Judges, while Senators will be assigned to be the prosecution and defense. House members will be the Jury, voting at the end of proceedings to impeach or not. There must be a 2/3 majority to vote someone from SCA.
Section 2
Any SCA member who has not fulfilled their duties may be censored by the body or Executive Council in open meeting or private meeting, with Censor given in writing to the offending member. A second censorial offense may be met with impeachment proceedings against the offender.
